CS and PS Present FY 2025/26 Budget Estimates to Parliamentary Labour Committee

The Cabinet Secretary for Public Service, Hon. Geoffrey Ruku, on Wednesday 21st May 2025 led a delegation from the State Department for Public Service and Human Capital Development in presenting the Budget Estimates for the Financial Year 2025/26 before the National Assembly’s Departmental Committee on Labour.

Hon. Ruku was accompanied by Principal Secretary Dr. Jane Kere Imbunya and senior departmental officials. The session, chaired by Hon. Ken Chonga, MP for Kilifi South, focused on aligning the department’s strategic priorities with the proposed budget allocations.

In her address to the committee, Dr. Imbunya emphasized the need for adequate funding to support the department’s mandate. She particularly called for prioritizing the completion of stalled projects across the country, noting their importance in boosting service delivery and achieving national development goals.

Dr. Imbunya also advocated for the ring-fencing of the department’s training budget, highlighting that persistent budget cuts have diminished Appropriation-in-Aid (AIA) collections and worsened skill and competency gaps within the public service.

“A well-funded and protected training budget is not a luxury—it is a necessity,” she stressed. “It ensures our public service workforce is equipped to respond to emerging challenges and meet the evolving demands of a modern, citizen-focused public service.”

The committee will review the submissions and make recommendations as part of the broader national budget approval process currently underway in Parliament.
