PS Dr. Jane Imbunya Leads Business Process Re-engineering Drive in Public Service
Principal Secretary for Public Service and Human Capital Development, Dr. Jane Imbunya, today chaired a high-level meeting with Heads of Departments to review and roll out the State Department’s Business Process Re-engineering (BPR) initiative for 2025.
The BPR initiative is anchored on Executive Order No. 2 of 2023, which mandates the State Department for Public Service (SDPS) to coordinate public sector reforms and transformation, including the development of operational standards and process re-engineering across government institutions.
To guide this mandate, the Department developed BPR guidelines that were shared with all Ministries, Departments, and Agencies (MDAs) to support implementation.
Speaking during the meeting, Dr. Imbunya underscored that the Department must also lead by example by re-engineering its own service delivery processes.
She explained that the process involves mapping existing (AS-IS) service delivery systems, assessing them against customer needs and organizational goals, re-designing more efficient structures, and implementing the new frameworks.
“The starting point of Business Process Re-engineering must always be the needs of the citizens we serve,” she emphasized.
As part of the reform exercise, all Heads of Departments were sensitized on November 18, 2024, by the Public Service Reforms Directorate on the concept of BPR.
Following this sensitization, the Departments identified two key services for re-engineering Management Consultancy Services and Records Management.
Among the anticipated benefits of the reforms include improved efficiency and productivity through automation, faster completion of tasks, optimized deployment of staff, and enhanced data security.
The PS highlighted that the adoption of encrypted digital records and controlled access systems will safeguard sensitive information while also ensuring secure and streamlined service delivery to citizens.
Dr. Imbunya reaffirmed the government’s commitment to modernizing public service delivery, noting that the BPR process will be a cornerstone in achieving efficiency, transparency, and citizen-centered service provision.
